Not really. The British gave Nigeria independence, and English is mandatory (also official) and it is taught to children as young in primary school, but not everyone becomes fluent.

Besides peoples tribal language (which is also important) they also have to speak English in nigeria. So most nigerians in average know 2 or more languages by the time they are adults.

No. Only about 53% of the population can speak English, and most speak it as a second language. You will generally only find English speakers in urban areas.

Are Nigerians generally monolingual?

For the most part no, each tribe in nigeria speaks their native and tribal language but they also speak the official language which is English(since England or the united kingdom gave them independence). In schools in nigeria learning English is mandatory but speaking your native tribal is also important. So in nigeria people speak their cultural/tribal langauges first, speaking English is secondary to them but they speak it. Not American English but british English. So in nigeria majority of the citizens speak more then 2-3 langauges.
