go look under the hood. if it has a pump similar to the A/C pump with hoses leading to your steering gear, then yes. if not, then no. pretty simple.
an fc3s is a 2nd generation you may recognize it as the bodytype like inital d the Japanese cartoon. an fd3s is like the red rx7 in the first fast and furious.

It does not stand for anything. It is just a chassis code for differing years. FD3S also just called FD is the 1992-2002 Rx7s. FC3S, or FC is the 1986-1991 Rx7s. :)
if you don't know this, you shouldn't drive an rx7...look at the engine...do you see a turbo???
