No. Maggots are living organisms. Fecal mater is dead cells and other waste material. Nothing living comes from something dead. But eggs (living) that

hatch when flies (living) lay them on fecal mater can be produced.

Why does dog mess have maggots in it?

After a dog defecates, flies are drawn to their fecal matter. The flies eat what they want and then mate and lay eggs in the feces. Flies try to always lay eggs where their young will have something to eat as soon as they are able. So the fly larvae (maggots) hatch and grow in the dog mess.

Why do the membrane filtration and the colilert IDEXX technique for measuring fecal coliforms in waste water produce discrepant results?

The membrane filter / agar plates produce colonies from bacteria that can grow on the agar you are using (not all fecal coliforms can). The Colilert will turn color if the bacteria have the enzyme to metabolize substrates in the Colilert (not all do). If all fecal coliform bacteria could grow on the agar and all fecal Coliforms had the right enzymes you'd get the same numbers.

Who hypothesized that flies produce maggots?

In order to disrpove the theory of spontaneous generation (that maggots randomly appeared on the meat), Francesco Redi tested whether flies laid maggot eggs on the meat by covering some jars of meat and opening others. Only the jars that were open produced maggots, therefore supporting that some organism from the outside of the jar, such as flies, was spawning the maggots.
