Yes you can ask it to restore its configuration to an earlier 'saved' restore point. Restore points are saved before Microsoft security upgrades.
an earlier point for example to back-up files is to restore them to what they were before.
You can turn off system restore. That will delete ALL of your restore points, then turn it back on to start making new ones...but keep in mind that if you do this, you won't be able to restore to earlier than the newest restore point (today in that case).

It just restores your computer to how it was at an earlier time so any changes or new programs that occurred after the restore point will be undone. However, new files will still be on your system.
If you goto the restore point section and create a restore point yourself, it should explained if and how long it is saved. You are probably better to use the "backup" tools
