Basically it would allow the US Attorney General to shut down any website that posts any portion of copyrighted material without approval. So essentially the web as we know it would cease to exist. Websites would essentially have to screen every single post before allowing it. Free sites would collapse.
To change the amount of posts on your Tumblr profile page you simply go to 'customize' from the dashboard, then select 'advanced'. A menu will drop down and you will see a 'post count' option, you can set it to anything from one post to fifteen posts.
