On average, it snows every few years in the winter. In addition, it only snows in the high, mountainous areas, e.g., Safed, Jerusalem and other places with an equally high altitude. Those would include many of the hilltop towns in Gush Etzion, among the Judean Hills (Efrat is probably the highest and most susceptible to snowfall).

It also snows more frequently up north, in the Golan Heights.

It does sometimes, but very rarely, and mostly in the northern regions. Some winters get snow, others don't; the snow is never so bad that the roads get icy like in Europe, North America and parts of Asia of course. One thing that characterizes the weather in Israel though, is that summers tend to be scorching, and winters bite to the bone. There are people in Israel, who will buy Orthodox Jewish hats just to keep their heads warm. At least I would; come on now its Russian fur.

Yes, but rarely.

Usually snow falls in Jerusalem during January & February.

In 2010 it snowed in Dec at the top of Jerusalem mountains & in 2006 it snowed in Dec.

Also for your information, Jerusalem receives every year from 1 to 3 snowy storms.

Yes, it is infrequent for it to snow in Israel, but at least every few years in some place it does snow, usually in Jerusalem, or other higher elevated cities.
