Maybe, it depends on what kind of rocks..... some may be too rough for your fish and hard to clean. Try to get smoothish rocks so they are easy to clean. Steps to cleaning the rocks 1. soak rocks in HOT water for about 5 min. 2. apply a pea size dot of soap in the warm water 3. add some more warm water to make it bubble 4. scrub the rocks thoroughly for about 20 min. 5. rinse the rocks off very well with warm/hot water until the soap is gone the hotter the water, the better put fish in another bowl with room temperature water... clean out the fish tank out more ROOM TEMPERATURE water in the tank then put the rocks ( that WERE cleaned) in the bottom of the tank arrange them how you would like then carefully put the fish in there tank.
