England is near to the North pole which, as you know, is very cold due to the sun's rays hitting it less than other locations. The UK is also hit by sun rays less than other countries, making the temperatures in the winter drop to subzero levels. Snow is made of frozen rain and so if it were to rain during the winter in subzero temperatures the rain would freeze and create snow. The amount of snow depends on the frequency of rain in the country and in England it rains a lot.

It DOES snow in ALL parts of England (indeed, in all parts of the UK!) at some time or other, with some areas having much more snow than others. News coverage can sometimes be biased towards the south of the UK: it's rarely mentioned, for instance, that Cumbria / The Lake District has blanket coverage for most of the winter!

In the winter, Vermont can get a lot of snow. It's great for skiing and snowboarding. But, sometimes we get unlucky, and have no snow. But don't be fooled we have very hot summers, and we don't have snow all the time.

Depending on if they get snow or not, recently England has been having lots of snow recently and has been covered with 6 to 12 inch's of snow. But the UK doesn't always have snow, England had snow this year (2010), 2009 and a few years before. It isn't snow regularly every year.
Generally, England has warmer temperatures than Scotland. As many parts of Scotland are on higher ground, Scotland is more prone to snow. England is further south from Scotland which is in the Northern hemisphere thus making it warmer.
