In my experience, no. Not on existing stains. But it can absorb oil that spills before it soaks into the concrete, possibly preventing a stain from happening.
Some ways to get automotive oil stains off of concrete are by spreading kitty litter (or peat moss) over it, rubbing the kitty litter in with your foot, and sweeping it up or soaking the stain in simple green and then rinsing. There are also products specifically for removing oil stains if these methods do not work.
Hay or kitty litter would probably work.
An oil stain can be very hard to clean up since the ground will absorb some of the oil, but kitty litter does work.
There have been other questions lately about absorbing spilled oil. One recurring suggestion was to try kitty litter. I guess I'd try to wipe as much oil from the boots as I could, using rags, or paper towels and then dump kitty litter into them. I'm not sure how long it might take for this to work, if it works at all. You'll have to play around with the procedure.

Yes... Shops work in all the fable games.
any liquid will stain concrete, even water. If you have A "water mark" from any liquid, You can use floor dry or kitty litter and put it on then rub it in with your feel, This takes A lot of foot work but the result will be worth it if you are that woried about the stain.
