Nitrous Oxide, or "laughing gas", can actually make many people laugh and giggle out loud. In fact, when its effects were first found, sometimes at fairs or other outdoor social events, barrels containing chemicals that reacted together and produced the gas were available for people to buy tickets for access to breathe the gas and feel its effects for recreation. More is now understood about some of the dangers of this, although it is a relatively safe anesthetic compared to many. It is now a prescription anesthetic used in less concentrated doses mixed with oxygen for minor surgical treatment, mostly dental procedures.

What we know as "laughing gas" is actually an anesthetic. Whether or not it makes you laugh, depends on the individual. For example, it didn't make me laugh in the slightest. However, my close friend had it when she was getting her leg aligned after breaking it, and it made her giggle a little, but didn't send her into hysterics or anything.
