Well, that is debated, but for biological life, as far as we have observed, yes. However, a physicist can tell you that the physical world is an illusion, in a very real sense, and so--speaking to the category this question is under--a spiritual life must be considered for its validity. In that context, you are essentially asking if there is a God; and the best answer might be that those who have dedicated their careers to the physical world--physicists--seem to think so.

Life begins and ends with God. Everything in reality is contingent, by definition, God is the only non-contingent being. Thus everything has its reality, its beginning and end, if you will, with Him. Now, life as we can know it, all the physical world life begins and ends on earth to the best of our knowledge. Obviously, spiritual life (for instance the angels) have their existence outside of earth as they came before it.

Since we have no evidence to the contrary it could be assumed that life begins and ends on Earth until that time when time travel and life on other planets are discovered. Any other speculations are typically considered religious belief and they exist in the absence of any proof.
