Yes it does. have used the 25% minoxidil + Azelaic acid for a year and the hair around my hairlne has grown. I never used to be able to hold my hair in a pony tail because the front hair was badly broken; i stuck to mid and side partings, but i can now.

Minoxidil is a general hair loss treatment. Lots of companies make a minoxidil treatment. Rogaine makes some. Kirkland's also makes a much more affordable version and it's the exact same thing as Rogaine.
