Not unless the rifle is one that can readily be converted to a conventional firearm. A muzzle loader is not defined as a firearm under Federal law. Please note, however- IF a person is prohibited from possessing a firearm due to criminal history, in Virginia they are also prohibited from possessing black powder- and by Federal law from possessing 209 shotgun primers (used by some muzzleloaders)
