if you are fasting that means you don't eat ANYTHING - salt will certainly have an effect on blood test. By the way, those salt licks are for the cows... oh, right.

Salt does to doggies the same way as it affect human. It get into the blood where it attract water making the blood vol go up n thereby increasing the blood pressure. Continuous high blood pressure causes enlargement of the heart n even the liver. Heart problem eventually contribute to water in the lungs. This process if not checked will lead to death.
If you mean while cooking, well you don't if you're fasting you rely on Allah (God) or you can get someone that isn't fasting to taste it and tell you if it needs a pinch of salt or some black peppers, etc;
