This depends on the use but Krazr (super) glue or silicone type bond would work. Rubber and glass will expand and contract at different rates so the adhesion may not last. Fish tank sealant is very strong and can be bought on line.
Super glue doesn't work well on concrete. It's much more suited to use on smooth non-permeable surfaces.
Super Glue is not good on leather. I would use Shoe Goop or E6000 for leather repairs.
