There are not two catalytic converters. Working towards the muffler from the flange, you have a RESONATOR, a CATALYTIC CONVERTER and finally a MUFFLER.
At the rear of the engine and the second one is in the middle infront of the muffler
bank 2 is the drivers side of the engine , and sensor 1 is near the engine before the exhaust passes through the catalytic converter , sensor 2 is after the catalytic converter
Check to see that your catalytic converter is not full. Otherwise get your engine tuned up.

On a V6 or V8 engine, the passenger side cylinders are bank one, so the catalytic converter on the passenger side will be bank one. The driver's side is bank two.
