yes it does!! the front axles on your car a called cv axels, the joint on the axel is called a cv joint!!
The CV joints in 1999 Malibu can be replaced by removing the front tires and moving the brake lines out of the way. Next, you will need to remove the nuts for the CV joints by using force to remove it from its housing.
if clicking is in turns than a front axle needs replaced. if turning right it is your left axle-- turning left it is your right axle!! the clicking is the cv joint in axle.

After removing axle from steering knuckle you can pop it out of tranny with a pry bar.
If you replace the entire cv joint axle in MD you will have $82 in the new axle + labor in a garage $40-$60 per hr. I did it myself. not a bad job.
i would just get the entire drive axle..do it your self, it may ba alot cheaper.Hope this helps
On my CV axles in my 99 Malibu they run at 130 a pop, and they can definitely be a serious problem, all the way to the point they can break or crack and cause you thousands of dollars worth of damage

I am assuming the axle cv joint itself is bad an not just the boot. If the cv joint is bad you will have to replace the whole axle itself. 1. Drain transmission fluid. 2. Remove wheel. 3. Loosen and remove axle nut and remove whatever is necessary to free axle from wheel/suspension area. 4. Using a prybar or large screwdriver pop axle out of transmission and replace.
