As far as I can see, because I crawled into the trunk to open the trunk so I could repair the mechanism that opens the trunk. No!
Yes. It is in the door latch.
Had the same problem on my granddaughter's '98 Passat. Use a long handled screwdriver to release safety latch located just above the VW symbol on the grill. Takes a little while to find just the right spot. Push toward the driver side (left) until latch releases. We used a wire coat hanger to makeshift a pull that we could use to release this latch in the future. Works fine.
The hood latch on a 1999 Volkswagen Beetle is located on the driver's side panel. It rests up against the wall next to the hinge of the driver's door.
take it to your dealer or a garage
the child safety lock for the rear doors is located on the door, open the door and locate the lever or button, usually near the latch, has a picture or a decal showing what direction is what, then move to desired position.
Pull the leaver on the left side off the drivers foot-well it doesn't move much. Then you will be able to lift the hood enough to release the hood safety latch under the lip of the hood at the center.

NO. The latch system didn't come into play until somewhere around mid 2000's
Push the gas latch outside the vehicle on the right side, and it will swing open.
