The hood latch on a 1999 Volkswagen Beetle is located on the driver's side panel. It rests up against the wall next to the hinge of the driver's door.
not sure but, usually on vw's its under the steering wheel or beside the drivers seat
Carefully (or not), remove the interior panel below the glass and pull up on the relay rod (sort of looks like an RC car tie-rod) that's oriented vertically. You may have to manipulate the latch directly.
On a 2004 VW Beetle, the fuel release latch is located inside the vehicle, to the left of the driver's seat. It is typically a small lever or button situated near the door sill. Pulling this latch will unlock the fuel filler door, allowing you to access the gas tank. Make sure the car is turned off before attempting to refuel.
under the hood ----- All seriousness aside, the latch is in fact under the hood, but the lever to actuate the latch may be in one of several places. On an old "classic" VW Beetle, the lever is located in the glove box on the passenger side of the dash board.
Look underneath the steering wheel column, and towards the hood release latch there is the OBD2 Connector.
