Defective low coolant sensor. Be aware that the sensor can be good but just clogged up. Have you ever put stop leak junk in your cooling system? If you did you have now learned a $50 lesson on what NOT to do to your car!! Sensor part #10096163 about $50 from GM. But first remove the sensor and clean it. See if that might save you from replacing the sensor. . . .

I just had my intake gasket changed on my 99 Monte Carlo for the same thing. My cousin is a mechanic and has changed the same gasket on several cars with the 3.1 engine. The gasket is about $60 - $75 plus labor.
I just had that problem with my 99 Monte Carlo. When I accelerated or went uphill No air would come out of the dash vents. Problem was a Vacuum hose. Cost about $40 to fix.
Your heater core is likely bad
The thermostat on a 1999 Chevy Monte Carlo with a 3.1 is located just below the throttle body. It is covered by the top radiator hose attached at that location.
