The "Amish Mafia" as depicted on television doesn't exist.

The "mafia" acts pretty much as a government, taxing those who are part of their sphere, and punishing behavior which is found to be unacceptable to their culture.

The Amish and other plain sects pretty much do the same things, so yes, you could argue that there's an Amish Mafia.

The regular Mafia, however, engage in unlawful activities, and considerable violence to persons ad property, and includes many in their sphere of influence who do not wish to be there. The plain sects, on the other hand are generally pretty lawful, and their version of "sleeping with the fishes" is simply to exclude wrongdoers from their spheres of influence.

Because the Amish have strong cultural forces for obeying the law, law enforcement agencies tend to give the benefit of the doubt to the plain.

Guys who grew up in plain families but who chose not to join the church on becoming adults, may elect to take unfair advantage of their "invisibility" to law enforcement as they engage in unlawful activities, and offer culturally unacceptable goods and services to kids in rumspringa. Theb most notorious example of this would be kids from plain families near Sinking Spring, Pennsylvania that partnered with the Pagans motorcycle gang of Philadelphia to market illicit drugs about the year 2000.
