It certainly can. Although it doesn't have as many pressure levels and it doesn't recognise tilt, it is a high quality and very capable Wacom tablet that I have used for professional work for years.

The significant difference between the two models lies in the pressure sensitivity of each tablet. The Intuos model is much more sensitive--it has some 2000 levels of pressure sensitivity, versus the around 1000 levels of sensitivity in the Bamboo Fun. :)

Currently I have a Bamboo Fun and it works perfect. It also includes Photoshop Elements 6.0 and 7.0, Corel painter Essentials 4.0, and Nik color efex pro. Now the type for you can depend on your style. If you want to play around with the pen you can just buy the Pen tablet. If you want to use it just for touch you can buy the touch tablet. If you want both they even include one with both of the functions. The pen and pen&touch tablet only includes Corel Painter 4.0 and gets the job done nicely. You can also get either the Bamboo Fun, for what I said, or the Bamboo crafts for making scrapbooks and what not.

I'd say yes. The Bamboo Fun is an intuitive way to draw on your computer and it has advantages over the regular bamboo, such as an eraser end and extra art software. Yes, they can be pricey, but for what it sounds like you want it for, the $99 small should be fine for you. The Fun is a good choice for someone drawing for a hobby, as it includes the basics needed, yet isn't over priced with extra features you aren't going to need. It's a solid tablet, capable of helping you develop good skills no matter how serious you are with drawing. Just stick with Wacom and shop around for a good price. I can't imagine someone disappointed over getting one.
