The Bible says WE... the real us... the DIRT, for dust we ARE and to dust we shall return... goes to the grave (the Bible says our "spirit" returns to God who gave it, but that's another matter). And we stay in the grave until Jesus returns at the last trump... at which time the FIRST RESURRECTION from the grave will occur. The resurrection of His saints.
"According to the Lord's own Word, we tell you that we who are still alive (Paul thought he would be one of the faithful still living on earth when Jesus came back), who are left till the coming of the Lord, will certainly not precede those who have fallen asleep (Bible talk for being DEAD). For the Lord Himself will come down from heaven, with a loud command, with the voice of the archangel and with the Trumpet call of God, and THE DEAD IN CHRIST WILL RISE FIRST..." (I Thess.4:15-16 NIV).
We are dead (asleep) and dormant in the grave until Jesus returns. The rest of the dead will resurrect from their graves a thousand years after the first resurrection - (Rev.20:5).

The Bible is consistent on the call to the judgment process of Jesus. Those who died before this time will have their spirit (think of a computer's RAM) being released from God the Father's protective care and placed into a new body - similar to the House of Israel will be first in Ezekiel 37. All will be given a chance to fully repent and follow the Christ with the full and clear understanding of the entire Scripture in their heads:

He was not allowed to stay in Heaven anymore. He was not allowed to stay in Heaven because he sinned against the Father by trying to become greater than God - to usurp Him in a battle in Heaven where he lost.
Once you go to heaven, you stay there for eternity. But it's worth it because there will be no pain, sadness, worries, or any other negative feeling you might have on earth. God wants us to be with him in heaven. It's worth it.
