No, the Constitution gives the President zero power over state governments. The President is the manager of the federal government, not the manager of the nation.

Congress has limited power over states, when it passes national laws which trump state laws. But Congress can do that only on topics enumerated as federal powers. All other topics, like education, drivers licenses, health care, are reserved to the states.

The above statement is not actually true. The president does have authority over states in a limited capacity.

The Federalist No. 23, at 122 (Alexander Hamilton) "...[the President / federal government]...cloathed with all the powers requisite to [the] complete execution of its trust." and again: "the circumstances which may affect the public safety are [not] reducible within certain determinate limits, . . . it must be admitted, as a necessary consequence that there can be no limitation of that authority which is to provide for the defense and protection of the community in any matter essential to its efficiency."

The US Constitution, Article 2 section 2, in part: "The President shall be Commander in Chief of the....Militia of the several States..."

The Whiskey Rebellion of 1791 was the first test of these powers; when whiskey distillers refused to pay federal tax President Washington took command of 13,000 militia and suppressed the rebellion - enforcing the tax.

The second test of this was the American Civil War, no detail is needed to show this example beyond the statement.

The possession and use of Marijuana is legal in California by state law, however the D.E.A. and F.B.I. (along with the Treasury Service) do enter the state and arrest as well as prosecute people for violation of [the] federal law. All three of these agencies are part of the presidents office (executive branch).

It is the presidents actual job to ensure the laws passed by the Congress are carried out faithfully (quoting). If Congress passes a law, the president is within his rights and powers to ensure that law is implemented within a state by use of military (police) force.
