I can offer a somewhat dubious answer. I would say, yes, it is a "dead" or failed organization. The UN has almost no power to invade, occupy, or impose any sort of will on any nation or entity in the entire world. To express distaste or disapproval with any action, they may or may not pass a "resolution" condemning it. The UN's power has been consolidated by a few powers known as the Security Council. Their resolutions are made without threat of force, even if the Security Council members agree that "something must be done" about a given situation. So yes, the United Nations is dead, in that it is impotent at many levels.
