Does the battery have to be working to turn a precast cut key into the lock I know it needs to be programed but I lost all keys and with the code we had one precut...the Honda crv 2006?

If you are referring to a "chipped" key (computer chip embedded in the black plastic grip) yes, the battery needs to be operational, or there isn't any power to the sensor that 'reads' the chipped key - therefor it won't open the door.
