well, first of all, it's impossible to speak to the dead, so im pretty sure The Bible doesnt need to talk about it. in the bible even a girl froetelling the future was told to be possessed by a spirit, so if someone can speak to the dead, for one, im sure its not a good thing at least :))

Additional Answer:

Yes, in several places as the dead know nothing but are sleeping. Their human spirit has been placed in safekeeping with God until the Judgement process at the end of the rule of man.

Ecclesiastes 12:7New International Version (NIV)

7 and the dust returns to the ground it came from,

and the spirit returns to God who gave it.

Using mediums/spiritist or those who presume to talk to the dead - necromancers are forbidden to the children of God. Suggest reading Exodus 22:18; Deuteronomy 18:9-14. Also, King Saul who had banned the practice of mediums, went to an evil woman to seek the Prophet Samuel who recently died. God allowed this vision (and the woman was surprised that it happened) and you can read this in 1 Samuel 28.

ANSWER:

Since very few in this world have read the Bible, most don't know what it says. And the vast majority of those who have read some of its passages, in Truth, don't "believe" what it says [speaking of those who profess some religious belief or other].

THE DEAD KNOW NOT ANYTHING. (Eccle.9:5)

The Bible refers to "death" as "SLEEPING!"

"So David SLEPT with his fathers, and WAS BURIED..." (I Kings 2:10).

"And Solomon SLEPT with his fathers, and WAS BURIED..." (I Kings 11:43).

"...He [Jesus] saith unto them [His disciples], 'Our friend Lazarus SLEEPETH; but I go, that I may awake him out of SLEEP.'" (John 11:11)

"Howbeit Jesus SPAKE OF HIS DEATH... Then said Jesus unto them PLAINLY, LAZARUS IS DEAD.'" (verse 14)

The Bible reveals that "dead people are in an unconscious, dreamless, dormant SLEEP!" They don't know anything, don't think anything... and they aren't DOING anything.

But, since in the beginning of man's existence, he fell for Satan's lie about the "immortality of the soul" ["...ye shalt not surely die..." - Gen.3-4]; which he later caused to be expounded upon and written down by this world's lauded philosophers, like Plato, Aristotle and Socrates, whose convoluted thinking is still taught in the greatest institutions of "higher learning" around the world: the whole world believes that "death is merely LIVING in some other form or place!"

And men believe that "dead people can be contacted and communicated with." But the Bible also reveals that there is a "spirit realm" that man can't see [taste, touch, hear, or smell]. This world is populated by "spirit beings" [angels; both good and bad]:

"...the great Dragon was cast out, that old Serpent, called the Devil, and Satan, WHICH DECEIVETH THE WHOLE WORLD: he was cast out INTO THE EARTH, and HIS ANGELS WERE CAST OUT WITH HIM." (Rev.12:9)

"...the angels which kept not their first estate... He hath reserved in everlasting chains under darkness [confined here on earth - see Rev.12:9 again] UNTO THE JUDGMENT of the Great [Last] Day [of God's plan]." (Jude 1:6)

It's this vast number of "fallen angels" [unclean spirits] that deceived man "talks to"... believing them to be "dead friends, relatives, and others."

The "spirit realm," however, isn't confined to "unclean spirits." God also employs His righteous, obedient angels here on earth:

"...angels... Are they not all ministering spirits, sent forth to minister for them who shall be heirs of Salvation?" (Heb.1:13-14)

Deceived, ignorant people the world over try to "talk to some dead relative" or person of renown, and seek out a "medium" who has a "familiar spirit." [see I Sam.28:7-8]

But it's not the spirit of a dead person whom they contact... thus leaving their own minds and hearts [spirits] open to the "suggestions" of wicked spirits; believing them to be legitimate "ghosts" of dead "people."

"Speaking to the dead" is a dangerous business... because what you're speaking to, though it may sound "familiar" [like someone you think you know] ISN'T DEAD! It's alive; living in the invisible spirit realm that has populated this world from the beginning. The very real realm in this world in which most of mankind doesn't believe.

But, God's Children, who read, study, know and believe what the Bible says, Understand this... and seek out the LORD... not "dead people."

"For ours is not a conflict with mere flesh and blood, but with despotisms, the empires, the forces that CONTROL AND GOVERN THIS DARK WORLD - the SPIRITUAL HOSTS OF EVIL ARRAYED AGAINST US IN THE HEAVENLY WARFARE." (Eph.6:12 WEY Weymouth's New Testament)
