May be different in different states, but in general a person of the proper age to drive, does not have to own a car (or insurance) to get a license. If they have a learner's permit, they can drive w/ an adult to the DMV to take the written test & driving test. If they do not have a learner's oermit, a friend/relative can drive them to the DMV & if they pass the written test, they can drive the same car for their driver's test.

Most truck driving schools in Ontario Canada provide a truck for students taking the DMV test to become a truck drivers.
First, you get the book and study for the test. Then, you go down to your local DMV and take the test. Once you pass, you are given a permit. Practice driving for several months with another, adult, driver in the car. Then, on your next visit to DMV, you'll take the driving test. It just depends how long it takes you and how much practice you get.
