Please do not allow what I have to say deter you riding the bike. You cannot target areas to reduce weight IE burn fat. As you excercise, in conjunction with decent food choices and everybody knows what they are, you will lose fat gradually!!! from everywhere. Sure we all have problem areas and you can target muscle groups in these areas to tone up,but the idea is to increase the muscle weight not reduce it. As the fat burns and the muscles tone up you will be so glad you persevered. As for that "problem area" you can blame your parents if you must blame someone, but its better to treat it as an early warning system.
