Actually there is no such thing as "The Romeo and Juliet Law." If the minors are underage for legally engaging in sex in their state the parents consent cannot wipe out the legal prohibition. If both minors are underage the parents can be charged with varying offenses (according to their state's statutes).
The status of the biological parents does not matter. Under the law, the adopted parents are in charge. If they aren't an adult, they live where they are told.
