The postal service is one of the few agencies that is authorized by the Constitution BUT it is an independent agency generating its own revenue. It is NOT subsidized by the fed and anyone with a brain can Google the info on the federal budget and see that the USPS isnt there.

The USPS operated at a profit until 2008 when it had a $16 billion short fall (welcome to the electronic age). Thru modernization they have streamlined and reduced their shortfall to $5 billion (operating costs are about $70 billion) in 2015 mostly due to Cadillac retirement programs. They do BORROW money from the fed but the key word is "borrow".

So in answer to your question NO the federal government does NOT subsidize the USPS.
