Does the two cooling fans on a 1995 Honda Accord have to turn on when the car is running?

No the 2 fans will not come on when you start the engine. One of the fans will come on anytime the A/C is being used. The other fan will come on along with the A/C fan when the engine reaches a preset temperature to prevent it from overheating.
