It is cold so the crops can not grow. Schools and businesses may close because the traffic is so bad employees or students can't make it to the destination. That is why the winters in the Midwest affect the people who live there.
The statement is false. People do like to live in Australia, which is rated very highly on the world "liveability" scale. Some people may find Australia's extremes of weather difficult to handle. Others may feel it is too remote from the rest of the world.
