Every being that is born gets a portion of this supreme power in the form of consciousness and lives his/her life. Theocracy is an UNLIMITED form of government because the theocrat is not constrained by the rule of law. The theocrat is perfectly capable of committing crimes that are prohibited by law by a process of self-exculpation. There is the counter-argument that theocracy is a limited form of government because the theocrat is held to account by divinities or by religious doctrine (even though he is unaccountable to the people). This is fatuous because theocrats are often able to redefine religious doctrines or parrot new words for the divinities that will exculpate them of what should be a crime.

There is no word for a government that has control of its religion, since any form of government could do that if it wished. You may be thinking of a "theocracy", but that is where the religion controls or is the government.
