No, it does not work that way. Your iTunes account can only see what is purchased by users of that account.
You should be able to use your iPod and iPod Touch on the same iTunes account on both computers.
You should be able to do it, but you need to have WiFi and enough money in your iTunes account.
As long as your iTunes account is the same on your Mac and your iPod Touch you'll be able to buy on your Mac. However if you have different accounts then just sign out of the one on your computer and log into the account you used for your iPod.

You need to have an iTunes account first (see iTunes), so make sure you have one and a way to pay for things, e.g. credit card. Then, go on your iPod Touch and click on the App Store. You can but I don't recommend it, because you won't be able to have apps from multiple itunes acct and you have to make a new account, to download the apps.
no but if you make an itunes acount than you will be able to locate your ipod/iphone/ipad/mac than if it gets on the internet in any way and/or get the police to arrest the theive if stolen.
