Sorry I had to change the grammar on that above answer. But like the above, it does depend. But most likely it is because they are at two different ends of the spectrum of life. They are different animals all together.
Also, many dogs enjoy chasing cats and some even try to eat them. I don't know about you, but I wouldn't particularly enjoy someone who tried to eat me! But often times it is just a game, and cats are just in general annoyed by it, and want them to mind their own business.
