This can happen in the winter mostly because us (sometimes) and the dog can get dry skin. What you need to do to stop your dog from scratching you have to feed it a certain food. Also safely kill the fleas off with a bath or collar. Get that itch relief for pets. Consider supplements. Lastly you have to visit the vet monthly
