The double-headed eagle is a common symbol in heraldry and vexillology. It is most commonly associated with the Byzantine Empire and the Holy Roman Empire. In Byzantine heraldry, the heads represent the dual sovereignty of the Emperor (secular and religious) and/or dominance of the Byzantine Emperors over both East and West. In the Holy Roman Empire's heraldry, it represented the Church and the State. Several Eastern European nations adopted it from the Byzantines and continue to use it as their national symbol to this day, the most prominent being Russia. However, the design was in use in the East for centuries before it was officially adopted by the Byzantines, and was independently adopted as the symbol of several other historical states.
Eagles symbolises "Power", there are other meanings for 'Eagle tattoos' such as 'America, New Jersey, Gangs, etc' but a majority of the time as a tattoo on skin its to let the tattoo speak the persons personality/ways etc to represent 'He/She is powerful in person or some kind of way.

The two-headed eagles in the arms of many originally European families can be traced to some former connection between those families and the German empire, whose royal emblem had been the two-headed eagle since Sigismund of Luxemburg became emporer in 1433.
During the early part of the century, the eagle represented Russia to the Japanese. Obviously, the image of the eagle also represented the US, so two of the biggest enemies of Japan in the 30s and early 40s were represented by the eagle. The "Russian style" double-headed eagle is regarded in Japan nowadays as a symbol of Japan's statehood. I discovered such a double-headed eagle emblem on an elementary school traffic contest award. Remarkably, such an event was not related to Russia or USA, rather being a purely domestic local business - traffic safety in an elementary school in central Japan (Hamamatsu City, Shizuoka Pref.) Yugoslavia's national animal is the double-headed eagle. Of course, there is no such animal as a double-headed eagle, but the eagle represents the countries inclusion of secular and religious matters.
