The problem is probably your power window regulator on that side. Typically, this means the cable snapped. If your window was up and then suddenly fell down, usually accompanied by a popping sound, this is what has happened. In order to prove this, lift up on the window (if any of it is above the bottom of the door). If you can pull it up but then it falls back down it is mechanical (the cable) not electrical. Remove the inner door panel (look on the Lexus Owners Forum for information) and carefully peal off the clear plastic liner. You will now be able to see inside the door as well as lift up on the window if none of it was above the bottom of the door for the test described above.
Check if there is voltage to window regulator motor; if there is replace motor.
Check the drivers side switch panel for the switch that locks out the passenger windows from working, make sure it is not on.

Often the plug in connector at the drivers side switch can becaome loose and break the connection. Remove the switch and check this.
If the vehicel is several years old, this could be due to a fatigues cable in the gaiter which connects the door to the door column. The solution to this questions is answered elsewhere in this web site. it could laso be due to a failed window switch. To check this, remove the window switch be 'leavering'it out of its recess and use a voltmeter to check that when the button is pressed, a votage appears on the appropriate terminal to operate the window. You can check this out by first operating a window which works.
If its not working check the connections and if it is working but wont go up and down then the window regulator is broken and will need to be replaced.

HERE ALL I HAVE ON THE WINDOW HOPE IT HELPS. lower window to down position(if you can) remove door panel remove window weather stripping remove black window surround (should be a screw on top of surround towards back edge) then stationary window should unbolt then remove pins that hold operator to track pick up and pull out the operating window
Check the switches make sure they are good. if they are then the problem is either the window motor or the window regulater. Maybe a bit obvious but just checking - If both of them are not working then check the isolation switch - its the extra switch on the drivers panel that stops the kids from playing with the rear windows, it should be in the up position. good luck.
