Districts
Each state is divided into districts for representation in the House of Representatives. The number of representatives a state has is based on its population size, with each district representing a roughly equal number of people.

House of Representatives
It is based on population. A census is done every 10 years to determine the population. Then, the state is divided into numbered districts. The Representatives are then elected by the people in each district.
In the Senate, each state gets 2 representatives. In the House of Representatives, the number of representatives per state is based on the population. This is determined from the census every ten years.
The senate gives equal representation to each state, two representatives from each state. The house of representatives is sometimes called the peoples' house because it gives states with more people more representatives than states with fewer people. While this seems unequal, it is a fair way to represent the people.
There are two parts of Congress: the Senate and the House of Representatives. Representation in the Senate is independent of population; therefore all states get the same amount of representation (2 Senators per state). Representation in the House of Representatives is dependent on population, which means that there is a different amount of representatives representing each state.
Each has one non-voting member.
