It simply means that Scouts should work to pay for the costs of Scouting as opposed to having a parent/guardian write a check every time they do something. Many Scout Troops will have fundraisers to help pay for the cost of Scouting. A Scout should also carefully consider what he needs, or doesn't need, to participate.
