There are no laws against adultery, only against sexual harassment or rape.
I think harassment is always against the law.But, unless your receiving several letters in the mail a day, (and I'm not sure even then), would it possibly be considered harassment.

Harassment is against the law and should be reported to the police. Ever since the Columbine massacre in Colorado, harassment and bullying is not taken lightly, nor should it be.
Very generally speaking, it doesn't have anything to do with who the harrassment was against. It has to do with the circumstances. If the circumstances warranted "aggravated harassment" (although it may not be called that exact same thing in every state), then it could be a felony.
There isn't a agency for sexual harassment. There are however laws regarding sexual harassment. If you feel you are being sexually harassed you can contact you Human Resources Dept. at the company you work for and/or a law firm to file suit against the harasser.
