Sounds like some kind of electrical problem. Start with checking your fuses.

If the emergency flashers work, you may have a turn signal flasher that is bad. It is separate form the emergency flashers and is in the wiring on the left side of the steering column under the dash. Also check all fuses/.

If your referring to the emergency flashers.... it'snactually in the turn signal switch. i have a 94 mercury cougar xr7 and when i bought it the emergency flashers did not work. i in the end i had to replace the entire turn signal switch in the steering column.
There are 2 one under the dash near the steering column for the turn signals one under the glove box for the emergency flashers (switch in glove box)

The emergency flashers for the 1997 Mercury Cougar are on top of the steering column behind the wheel.
Turn signal flasher is under the dashboard beside the steering column. Flasher unit for the emergency flashers is on the other side of the steering column.
i had the same problem...turned out the hazard flashers button on top of steering column was in the wrong position ! ...talk about simplr..hope it works for you
If your turn signal flashers stopped working, play with the emergency flasher button on top of the steering column. Our 97 Sable turn signals quit once and luckily I pushed the emergency flasher button in and out many times and the signals have worked ever since. But the emergency flashers don't work, but I can live with that.
The flasher is mounted just to the left of the steering column. The turn signal and emergency flashers are built together on this model.
