Sorry about the ignorant answer someone left. Yes A heat pump is also an Air Conditioner.
Could it be because an air conditioner is not designed to produce heat?

Could be a bad heater core...also, could be low coolant level. With my car, it was Heater matrix clogged with radiator sealant. The workshop cleaned it and it's start working fine!

So it could easily pass electric current to the "metal" ,hence also producing light and non other the heat.
by the process of heat transfer.freon in air conditioner absorbs heat from air,as boiling point of freon is too low.thus air cools
