Is this a challenge question? There are many reasons why not to do as I will answer the most popular one. If a tank is filled above the point of the fuel tank then raw gas will enter the vapor tube which should only be vapor gases. Vapor gases are collected into a charcoal canister called the Evap Canister which is another unit used for the emission system. Filling raw gas into this unit will create problems with the smog part of the system.
