To access anchorage go in the main game and you shoukd get a message from the outcasts asking you to help them. once you get this make it your main quest and head out for them they will take you to the vr sim to access operation anchorage add on. it is intergrated into the main game so it feels more fluid. hope i havnt told you something you already know. :)

Once you kill him, everyone around your freezes and General Chase will approach you and end the simulation.. (Note: All the Outcast's will become hostile with the exeption of Scribe Odin and McGraw due to the fact that Sibley turns on the leader due to the fact he doesnt wanna give up anything in the armory)
