Truman got the ball rolling, Eisenhower took the hand-off from the French and built up the advisory-assistance and covert development of US involvement. Kennedy was the least enduring at 3 years, but he brought it out of the shadows. Johnson did the greatest amount of excalation during his 5 years. Nixon was the most aggressive; he conducted the most dramatic actions of the war: Bombing the North with B-52s and invading Cambodia (1970) & Laos (1971). A disenchanted Congress tired of Nixon and his further expansion of the war, forcing him out of office and cutting the funding for it when Ford was in office in 1975.

Presidents (Commander in Chiefs) now knew they could NO LONGER declare TOTAL WARS; in the age of nuclear weapons, wars had to be fought as LIMITED WARS...limited to "non-nuclear weapons." Such as Korea & Vietnam...to stem the tide of communism.
