This is not a true answer but a best guess. On the 99 it is in the center of the dash behind the emergency flasher button. It is not a "flasher" as you likely expect to see, but an electronic module with two relays and a circuit board inside. The crash pad lifts up to access it. I would expect the 97 to be similar. As they are expensive, before buying one, check that the turn signal fuse is not loose in the socket. Don't ask me how I know that.

The Seville was then replaced with a different Cadillac model.

to where is flasher located onif your talking about the turn signal flasheron my 97 Seville sts it's under the steering wheel you have to remove 2 panels and a metal plate to reach it it's a lil black square with 3 prongs located to the left right above the emergency break if it's still the one that came from the manufacturer then its gonna have a little clip on it holding it in place just disconnect the wires and push the flasher up and then it should be disconnected. i hope that i could be of some help.
if it only flashes fast on one side, you have bulb out on that side. If both sides are fast, change the flasher
