It makes absolutely no difference. The dull side is simply the result of how the aluminum goes through the rollers at the factory.
If you are talking about aluminum foil, it takes a very long time. Aluminum is already in its elemental form, so there is no 'compound' to break down. Aluminum does not rust or corrode under normal exposure to the environment. The small amount that oxides on on its surface act as an inhibitor to further oxidation. So, an aluminum foil that is buried in a dump would last longer than our lifetimes.
If you are baking something wrapped in foil, you should probably have the dull side of the foil out. The dull side reflects heat a bit less than the shiny side. This means that cooking with the shiny side out would make your food cook more slowly.
Keeping a stainless steel grill clean and shiny is fairly simple. The first thing to do is gather some mild soap, a bucket, warm water and a soft non abrasive clean cloth or sponge. After the bucket is filled with water warm water, add a small amount of soap. With the soft sponge or cloth, wipe down the grill�s surface. It is important to follow along the grill�s grain to avoid streaking. After the grill is soaped down, rinse off all of the soap�s residue with warm water. Dry off the surface with a clean soft towel. Do not leave any water or the grill will spot.

It will certainly stick at first. But the parts in contact with the grill will char and can be easily removed. And the fats rendering from the meat will drip down and help lubricate things as well.

A surface dive is executed by starting laid flat on the surface and face down. Pull both arms forward and bend at the waist. This will take the upper part of your body under the surface. Then bend your knees and point your feet into the air and you will be propelled under the surface towards the bottom (depending on your buoyancy).
