Let the tied bag with air in it float in the new tank water for 15-20 minutes to equalize temperature and slowly add tank water in 20 minute intervals to the bag. Don't pour the bag water in the tank, it will add any contaminates already in the bag, use a fish net to make the transfer.
First, leave the bag with the fish in it floating at the top of the tank. Leave it there for thirty minutes for the goldfish to get used to the water temperature, then you can put it in the tank.

As long as is necessary for the water temperatures to equalise. I would float the bag in the tank for at least an hour if the fish is not showing signs of distress. If it is distressed I would add some water to the bag every 5 minutes or so to speed things up a bit and then I would pour the bag water through a net into a bucket and place the fish from the net into the tank without adding the water from the bag to the tank.

It depends on what type of vehicle, go to the parts store or the dealer and get a look at a new one. Look to see where the fasteners are holding it to the car. That is where I would start. An Easier fix, see if the pump that pumps the fluid is in the bottom, side or outside the tank. If the pump is outside the tank, just put a heavy plastic bag inside the tank. Make sure you fill the bag as you put it in to keep from the bag plugging the intake tube for the pump.

The water is usually not too dirty and the bag is pumped with air, so the fish can survive for the better part of a day (though not comfortably) if the temperature is tolerable.
